NIH sometimes seem to change its policy like a teenage girl changes her makeup – not for weeks and then a total flurry of different shades of black eyeliner. (been there, done that).
Almost all of this is administrative of limited significance to the PI. A good Grants Office (Office of Sponsored Research, Office of Sponsored Programs, Office of Research Administration, whatever it gets called at your institution) should take care of these (largely irrelevant) concerns. On the other hand, if you are a person that at all provides insight, help and support for anyone younger, its always worthwhile to skim such documents.

Updated addresses for the National Cancer Institute (NCI) and the National Institute on Deafness and Other Communication Disorders (NIDCD)
Section 12.11.1 – Progress Reports: Revised text making RPPR mandatory for K awards issued under the SNAP authorities. Implements policy announced in NOT-OD-13-035 [which if you have a K award, is important about your progress report]
Expectation for Institutions to Develop Individual Development Plans for Graduate Students and Postdoctoral Researchers: NEW Section encouraging IDPs for graduate students and postdoctoral researchers. Implements new policy announced in NOT-OD-13-093
As I said, this is highly likely to be irrelevant to most folks.
